I have blogs hosted on both blogger and wordpress. Both are equally good, the choice depends upon the need of the user. Blogger gives you all the freedom that you want.
you can play around with blogger themes, widgets, scripts.
when it comes to employing scripts which require server tweaks than you have to go for wordpress.org hosted sites.
I think for a beginner a blogger is the best option to try his or her hands. later one can move the blog to anyother service.

One thing you forgot to consider, and a big reason we have stayed with the Blogger platform although we’re stretching it to its limits is the fact that content gets indexed by Google almost instantaneously. And who can say if Google values content on their servers more highly than other blogs on the Internet?
@Eden: That is true. I have no difficulty getting listed in Google. Even when I started it was very quick to get listed.
An example is my wife’s blog. She did now work on getting listed anywhere, and sure enough I noticed all her pages were listed in Google.
Most countries in the third world never respects intellectual property rights. piracy is so rampant in asian countries.~,-
